Red Bud issue

I have a red bud that has something all over it’s bark. What can I do to get rid of this problem

While I can’t be positive from the picture it looks like your tree has lichen growing on it. Lichen is just a symbiotic relationship between algae and either fungi or bacteria. It doesn’t damage a tree. Actually, it’s a good sign because it only grows in relatively clean air as pollution is not conducive to the growth of lichen.
