Oak tree appears to be dying

What is wrong with my oak tree? I noticed it started last year. Leaves were kind of yellow. No leaves on the lower branches. This year very slow to leaf out. Very few leaves mostly on the east side. Leaves very yellow again. Bark is solid and tree trunk appears to be strong. Noticed on the underside of leaves a spot of white at the vein intersections Tree is about 30 years old. Damage to this tree happened last year, probably due to the severe cold last Fall or by the closeness of the paved surface. Other possibilities are Anthracnose or two-lined chestnut borer.
