What can be planted in fallow 400 sq. ft. area of my garden to rebuild the soil for a year. The soil test shows a ph level of 7?

A pH of 7 is fine for growing vegetables. I would plant a cover crop. Crimson clover is very pretty, hairy vetch is also attractive. Both of those produce seeds so they can become “weeds”. They also provide nitrogen and replenish soil. Annual rye dies at the end of the season and if it doesn’t produce seed does not “come back” or become a weed. It provides green manure to the soil but does not provide nitrogen. For more information https://catalog.extension.oregonstate.edu/sites/catalog/files/project/pdf/fs304.pdf
