Have you had testing to ensure that your tree has verticillium wilt, and not any of the other diseases maple trees contract, as described here: https://plantdiseasehandbook.tamu.edu/landscaping/trees/maple/ If it is VC, it is incurable in a tree of this age. You do not have to prune off branches with new foliage, but it is just a matter of time before those branches die, as well. Since the fungus is in the soil, there are no effective fungicides.
