Dwarf/no growth in Spring

We have 32 rose bushes that have not developed any growth this Spring. Initial buds developed into very tiny, wrinkled leaves. Many are now appearing dead but others show signs of life but only these tiny malformed leaves. The bushes are in various locations in the yard so it is not isolated to one bed. There are two bushes that have some normal growth mixed with the other previously described growth.
