What should I do about hail damage. Should I cut back or just clean up. Mostly bulbs and woody perennials.

It's early in the season, so the shrubs should push new growth and be fine. You can tidy up the bulbs but leave enough leaves so they can photosynthesize and recharge; you don't want to further stress them!
