Crape Myrtle has excessive small reddish new growth - some growth on limbs appears normal.

This looks like herbicide damage. It may have been applied nearby, or even floated in from outside your yard.
You can try letting it grow out of the damage, if it is not too severe. You can also prune it out, If there is enough plant left for it to survive. Your plant sounds severely impacted, and may not recover.
