Unusual Fly

Found the fly in the attached picture reproducing in my garden. Never seen this kind before. What is it and is it a pest?

Interesting find.
This is the Golden-backed Snipe Fly. (Chrysopilus thoracicus)
It is not a pest- both the larvae and the adults are predators that eat other insects. They are common in eastern forests, with the larvae living in decaying wood and the adults found on leaves.
