Thank you for your question. Unfortunately, the photos are taken so far from the tree that the individual tree tissue is not clearly visible. There are about a dozen maladies that befall ornamental cherry trees, and they need to be diagnosed based on an examination of the plant, as well as assessing the health of the entire tree. I can see only that certain branches have curled, dead leaves, but would need to look for fungal spores, leaking sap, etc. Can you take some closer-up photos, plus these, plus some branch/leaf samples and visit the Clackamas County Extension office? Staff there can conduct a more thorough investigation. The office is at 200 Warner Milne Road, Oregon City, and is staffed from 9 to noon, and 1:00 to 4:00 on weekdays.
