Weeping Birch disease

Hello, I have a beautiful Weeping Birch tree sapling that is in trouble. There is weird powdery stuff on some leaves, other leaves are curled and dying. What can I do to save my favorite tree... if anything? I live in Baltimore city and have a very large yard that I am happily filling with native pollinator flowers, trees and bushes. It receives a lot of sun and is not crowded by other plant or trees. Thank you, Eugenia

We need to see photos to give you a good diagnosis. Please send clear close-ups of the powdery leaves, or other dying (not already dead) leaves, as well as a general photo.
