Mugo Pine browing Needles

My Mugo pine is showing browning on needles on one side of the pine the other side is green and growing. I have trimed off all dead limbs and lightly fertilized with Osmocote. I did notice a white milky substance and a white worm. Do I need some type fungicide? The tree is about 17 years old Unfortunately it was planted on the NW side of the house and we face north the Magothy River so it gets quite the wind and weather especially in the winter. It is in well drained soil .

Could you send us a photo, attached to a reply, showing a general view and also a close-up of the white substance and the browning needles? This could be an abiotic issue (winter damage) or a disease issue (diplodia tip blight) or both.
