peach tree fruit and leaf buds dead

I have a young dwarf Stella cherry tree, planted two years ago. Last year it had quite a lot of cherries. This year the buds are formed, but they are all browned and dried out. I cut a couple of branches to see if they were dead, but they were fine.
What happened? Is the tree doomed?

Thank you for your question. I assume that you are asking about the Stella cherry tree, rather than the peach tree in the title.
