What about a preemergent in the spring? What is the best timing

Creeping charlie and thistles are perannuals and a preemergent will do nothing to them. If you mean broadleaf weeds then herbicide needs to be applied after they have greened up. Preemergents are normally used for crabgrass and should be applied when the soil has warmed to an average 50 degrees
