In most cases, horsetail comes with dirt from a soil place. The easiest way to slow down and remove horsetail is to apply lime. Lime purchased at moat garden stores. Apply 80 pounds per 1000 sq feet. The horsetail is growing because the soil is very acidic. By changing the soil pH, this will make the soil too acidic for the horsetail to grow. Also wet soils means drying the soil out.
Correction: The lime will make the soil less acid and move the soil pH toward neutral. Horsetail likes acid soils.
