white oak leaf disease

My young (15-20 year) swamp white oak seems to have a disease. The new leaves are rumpled and have uneven growth towards the tips as shown. It is throughout the tree. It's been very wet in the yard this year although the tree is not in standing water.

This type of injury can occur if there is freeze damage while the leaves are in bud. The symptom is typically uniform in a tree, as you described. Since it is an abiotic injury (not a disease or pest) there is really nothing you can do. The tree should continue to leaf out as normal now that the temperatures are getting warmer. This damage should not impact the long-term health of the tree.
