Wet Bark but No Pencil Tip Frass

I care for.the gardens at a property in Chevy Chase. I noticed that one of the mature trees at the rear of the lot had liquid oozing from bores in the bark, but no penicl-tip frass - both of which indicating Ambrosia beetle. Instead, there were these foamy mounds coming from the galleries in the bark. Any idea what this might be?
