Will this tree fill out?

This redbud has a noticeable whole in foliage on one side. I’ve waited two years to see if a new branch would bud there. If it likely won’t fill in, then I’d likely cut it down and start over. Thanks for any help.

This tree is too old to develop a branch from the trunk. the other branches could be pruned to fill in over time but it would not be in this coming season. The tree appears to still be attractive but that is a subjective opinion. If the tree is not a handsome specimen to you, then you may choose to replace it.
