Unidentified tree/shrub

I am attempting to identify this tree/shrub so that I can understand how to prune it. Right now there is a lot of dead branches which are breaking off; however, the tree is fully alive. I've attached a few pictures. Any help you can offer would be greatly appreciated.

Please send us photos when the leaves have entirely opened, so we can get a better look at them. A description of the flowers would be helpful, too.

No buds have come up on the tree yet; however, here is a picture of a more mature leaf.

That looks like a lilac.
You can prune out dead wood on trees and shrubs at any time of year.
For other pruning, you can wait until just after it flowers, which will be within the next month or so if it's going to.
You can prune them back pretty hard, but it will take a while (a couple of years perhaps) to recover. Another, less drastic way is to take just about a third of the oldest branches back to the ground and repeat this next year and the year after.
This is called rejuvenation pruning, and by the fourth year you have all new branches.
