Grafting an apple tree

Hello. I have apple seed that I am trying to sprout in the fridge. I want to grow apple trees from them. Do I need a scion branch from the same tree to graft them when they grow to about 30 cm in height?

Not sure exactly what your question is? But, an apple tree grown from seed will not result in the same variety from which the seed is taken. Yes, you can grow that "rootstock" out to 30 cm height and graft a scion from the desired variety onto it. OK?
