What are these plants? Can I replant them?

Hi. These plants are in the lobby of my condo un kept. There is no growth on the stems. Can I cut off the top and replant them to encourage growth? If so how do I do that? Can they be placed outside? Thank you so much. Your help appreciated. JJ Branch, Owings Mills MD

This is a dracaena houseplant. It is tropical, so, no, you cannot plant it outdoors in the ground. You can always take it outside just for the summer, though.
