Pruning Spirea Japonica

Since it is early spring, I am pruning some older transplanted Spirea Japonica shrubs back to 4 inches from the ground. Should I also prune new Spirea Japonica, which were planted in December 2018 when the others were transplanted? And if so, how? The new ones are still quite small.

I suppose since the new plants are so small, I would remove any really thin twiggy stems altogether at the base of the plant and retain the thicker more vigorous ones, which you could just trim lightly. Such small plants don't really need a lot of pruning at this point.
