Critters on my camellia’s leaves?

Lots of the leaves on my very old camellia look scarred on top and have little pindots of something on backs. My neighbor across the street has a very young camellia with same. Can you advise? Both shrubs look healthy otherwise. Thank you!

Causes of Camellia leaf problems vary and sometimes do not need treatment to resolve, as not enough leaves are effected to damage plant health. This could be Oedema (edema) on you and your neighbor’s plants.
