Is this a black salamander?

Is this a black salamander? Or a newt? There's white slime on its head and tail and the little guy doesn't seem able to move.

Thank you for the response. It was found by the eastern Cascades and is about 5 1/2 inches from head to tail. I've seen a couple in logs or leaf piles in my yard over the years but this one was stuck to the patio, looking to be all wrapped up in its own slimy secretions.

Then it is the rough-skinned newt I sent you to. Do not touch!
