I found some webbing insects in the Bay Wise garden at the AG Center today while doing clean up. Any idea of what this is?

These are spider egg sacs. Great for the garden. Some of the orbweaver spiders lay their eggs in a chain like this, such as the basilica spider (Mecynogea lemniscata). It lays its eggs suspended from a horizontal card she spins above her web. The web may have long since disappeared, but the egg sac chain is much tougher and can survive through winter.

A good sighting of a beneficial insect presence.
