Thanx for quick response!! Photos not available at this time. Area is shaded with moderate/light sun. Can find no sign of voles or rodents. The area has NEVER been cleaned/raked and has many fallen twigs, branches, gum balls, pine cones, etc. There is a large amount of debris on the ground. Your "phomopsis and phoma " dieback website is 100% accurate in this case. The bed will be stiff raked and cleaned tomorrow; Should I apply a fungicide? Which one?

You do not need to apply a herbicide for phomopsis but a copper fungicide would not hurt..

If the dieback continues to occur after you have taken the steps you mentioned above, please get back to us with descriptions. Photos would be great.
