rain water harvesting laws

Hello, In the extension guide, EM9101, https://catalog.extension.oregonstate.edu/sites/catalog/files/project/pdf/em9101.pdf, it states that "state law allows residents to collect runoff from rooftops, driveways, parking lots, or other artificial, impervious surfaces and store it in reservoirs, rain barrels, or other containers". However on other websites (for example the National Conference of State Legislatures - http://www.ncsl.org/research/environment-and-natural-resources/rainwater-harvesting.aspx) I have read that rain water harvesting may only be done from rooftops. Which is correct? Thanks!

Roof is correct. While you may theoretically collect rainwater from your driveway or an impervious surface at home, it is really difficult and hard to proof that yes, that came from my driveway. I will revise the publication to only state roofs as outlined in this building codes division manual: https://www.oregon.gov/bcd/Documents/brochures/3660.pdf
