Can you be forced to speak at a podium and on camera rather than at you chair in a township meeting?

You can speak from your seat if you request a special consideration from your local governmental clerk due to a physical limitation you may have. If arrangements have been made in advance between you and the clerk, then a microphone should be made available to you. It is very important to make the arrangements in advance.
