Horse pasture ruts

Hello, there was a train derailment on the back of my farm a few months ago. The emergency vehicles & environmental cleanup crews had to drive in a field used for horses. There are many deep ruts, some over 8 inches deep, & compacted areas where they frequently drove in & out. I am looking for a way to fix the ruts! My concerns are for the safety of the animals & second the compaction areas to revitalize the damaged grasses the horses graze on.
