Evergreen branches dying

Hi, I have a spruce tree which has been losing branches from the bottom up . I cut off lower third that had lost needles. Now it looks like the middle third has also lost needles. I'd like to figure out what the problem is and how to treat or save it.

Your spruce tree is beyond help at this point. Needled evergreens with a few exceptions, can not grow back from bare wood. It will never regain health and the form for which it is grown.
There could be multiple issues that are at work here, some environmental/climate/site related, like previous years of drought etc., but like our health, with stress can come problems with disease or pests.
