rose disease

Started a rose from a cutting this Spring. Has grown into a small bush approximately 1 ' tall and very healthy until a few months ago. It now is covered with a fine webbing, powdery leaves, and leaves turning yellow and dropping off. I had it on a balcony but brought in when weather turned extremely cold. Any thoughts would be greatly appreciated.
