My avocado seedling is struggling

This tree is about 4 months old. The tips have begun drying out, I first noticed it a month ago. The onset was gradual, but has picked up a bit. There are also small holes in the leaves. There are some tiny winged bugs that live in the soil. The soil is pretty moist, but has good drainage. Can you tell me what's going on with my baby tree?

Thank you for your question. The photos do not show the soil in which the plant is planted, but, if you describe it as being "moist," I suspect you have fungus gnats.
