Hi,

Thank you for your question. Pine needles as mulch will not inhibit seedlings. If they are in too thick of a layer they can prevent light, air, and water from reaching the seedlings thus impeding growth. The ideal depth is 2 to 3 inches. Here are some fact sheets on mulches: http://extension.colostate.edu/topic-areas/yard-garden/mulches-for-home-grounds-7-214/ and http://extension.uga.edu/publications/detail.html?number=C984&title=Mulching%20Vegetables, and https://content.ces.ncsu.edu/mulches. Thank you and feel free to contact with any further questions.
