pruning a bush

I would like to prune this beautiful red bush since it has grown so leggy. Should it be done in the fall or the spring?

We do not have enough detail to accurately identify the shrub. It is possible it is a burning bush, euonymus alatus. You can look at google images.

If so, time to prune is late winter or early spring. Prune established plants only to thin congested growth, cutting out older stems completely to the base to open up the center of the shrub.
