We would suggest that first you read through the product label to make sure you are following all the directions listed on the label. If that still does not provide a solution, you should next contact the manufacturer of the product in question. They are the experts of their products. They may ask you other questions, such as: how old is the product, how you are storing the product, what is the temperature of the storage area, how you are mixing the product, how are you applying the product, where is it being applied, etc. They may be able to pick up on something you are inadvertently doing that may be affecting the quality of the product.
You may also want to contact a local university specialist or even a regulator specialist. They may have heard of similar situations and may even know a solution that they can tell you about. Or they may have a suggestion of where to get help.
A final place you may want to contact is the agency that oversees pesticide use in your country. In the United States, that would be the U.S. Environmental Protection Agency (EPA). They review the testing that is done to show that the product is safe and does what it claims to do. The U.S. EPA then approves the pesticide label. I would think that they would be aware of any consistent issues going on with a product. Unless they are contacted by applicators using the products, they may not be aware of issues that may need addressed.
I am sorry that our office could not provide a specific solution for you. But hopefully if you contact the manufacturer (or the others suggested) they should be able to help guide you to correcting the issue you are having with this product.
