It is probably one of the jumping spiders. The picture is too fuzzy to do any kind of identification. It is also difficult to determine size. We only have 2 spiders that can harm humans, the brown recluse and the black widow. This one is neither. The body and legs are too stout for the brown recluse. The brown recluse does not have dark bands on the legs.
The eyes and mouth parts are the best characteristics to use in identification.
