Fungus??

My friend bought and put some new mulch out around his house and these are popping up. They look like snow crab legs and seem to wilt in the sun and heat. Today i noticed that the tree the county planted and mulched in front of our house also hs these growing. What is it do we need to do anything about it? Is it poisonous?

These are a type of fungi called stinkhorns. https://www.marylandbiodiversity.com/viewSpecies.php?species=10292
They are a common type of fungus that can be seen in wood mulches as they decay. They are beneficial for breaking down wood into nutrients. They will eventually dry up on their own. You could just ignore them, or you could scoop them up and put them in the trash.
