Bugs eating hibiscus bloom

A ting black bug is eating buds as if they are cutting the bud right off. From the hibiscus. Do you know what this bug is and how to get rid of it ? Thanks. Pat Mitchell

Hibiscus often drop their buds for various reasons.

Do you see it boring into the flower bud?
It's possible that the insect you are seeing just happens to be in the vicinity and is innocent.
