Pin Oak Leaves - Brown at Tip

What's up with my Pin Oak? Leaves on lower limbs are browning, from tips inward. Seems to be too early for this (Sept 8) because this tree is usually the last to drop leaves.

Ground where pin oak is tends to be wet. We had 15" rain in July-early Aug, then dry, then 4" last week. I lost 2 redbuds about 30 ft away from this due to root oxygen deprivation (I think).

Might it be something else fixable? My batting average in the garden this year has been terrible.
