What is the best way to treat these worms?

It looks like what you have there are fall webworms, which are quite prevalent at this time of year. There are many predators (birds, other insects) that will take care of them naturally. If you find the webbing unsightly, you can prune out and discard the webbed branches. The caterpillars rarely consume enough terminal growth to affect the overall health of a tree.
