Regal Prince Oak Tree - odd growths??

Hi there, doing some trimming on our oak & noticed that some of the small branches have a growth that seems to be wrapping around the branch. Might also have those “scale” critters. I examined one & soft to touch then crunched apart. Could you all help diagnose this condition? Will attach 2 photos I took of the odd growths plus some leaves that also look grumpy. We have also had two big hail storms that have scarred up everything. Thanks so much! Sue

We would like to see fresh samples of the affected leaves and branches of this oak to make a precise diagnosis of the problem. There are scales that affect oak twigs and also a fungus that can affect leaves. You could bring a sample of an affected branch and leaves to the Jeffco Plant Diagnostic Clinic ($7 fee for Jeffco residents), located at the Jeffco Fairgounds (address 15200 W 6th Ave., Golden 80401). Photographs of the entire tree to show affected areas and also to show the planting environment would also be helpful.
