This is a disease called Peach Leaf Curl (Taphrina deformans).

Peaches are considered what we call 'stone fruits', which includes cherries and other tree fruits which have pits. These trees can have multiple problems and good fruits are not easy to grow here without close management and a spray schedule.

Here is our page on peach diseases and how they can be managed. #5 is peach leaf curl:

Non-chemical management is also discussed.
