What's this eating my red twig dogwood? And What can/should I do about it?

These are Dogwood Sawfly larvae. https://www.marylandbiodiversity.com/viewSpecies.php?species=5080

You can remove them manually, drop them into a can of soapy water and discard them. If it is a severe infestation, you can spray them with horticultural oil. https://extension.umd.edu/hgic/plants/sawflies-trees-and-shrubs
