2 phenotypes of fruit, one tree

There are apples growing for the first time on an unknown species of fruit tree that also has a much smaller fruit. I’ve photos of both. I won’t speculate. Can you shed light?

This appears to be an apple tree with a bad case of cedar apple rust. The smaller fruits are just apples that the tree didn't have enough energy to develop because of the rust.
