Your shrub species looks like a viburnum. Possibly a leatherleaf viburnum (white flat or slightly domes white flower clusters in the spring, not flashy).

The wilting suggests a root rot or root issue of some kind. This viburnum tolerates wet soil, but it need well drained soil. Verticillum wilt is a possibility.

There is no treatment other than to improve drainage if possible. And, yes, it may be a result of the abnormal rains and long periods of saturated soils this year.
