White whispy fluff on Bougainvillea

I have this white whispy fluffy growth on my bougainvillea. Can you identify it, my plant is located on the north side of my home and gets morning sun.

These are mealy bugs, a very difficult insect to control.

If you do not intend to overwinter and keep this plant, we recommend that you discard it now.

If you want to keep the plant, prune off the highly infested parts. Treat it with a houseplant spray with mealybugs listed on the label. You will probably have to treat repeatedly. Keep it far from any of your other plants.
