Infestation on potted annuals

Can you identify this substance that has attacked several of the annuals in my backyard? It even grows/sticks to the sides of the pots. If so, can you suggest a method of removing it from my garden plants? Thank you!

The white insects you are seeing are called mealybugs. At this late in the summer, you might want to just toss the plants and choose healthy new annuals for the fall season, such as chrysanthemums. These insects can be a challenge to control. If you do want to try to treat them, you can apply insecticidal soap.
