Does this carpenter bee have a disease? I went to move him off the plant so he didn’t infect anyone else, and as my hand moved to close around him he slowly flew away.

What you see on the bee is pollen grains covering the hairs of the bee. As the bee works in flowers the pollen grains will drop off on the flower thus fertilizing the plant. In addition, a bee flying under its own power is strong enough to survive. No help needed at this time.
