Slow growing basil

Hello, I propagated grocery store basil from a stem cutting using a cup of water. Once the roots grew out, I planted it in a small clay pot .It's been maybe 3 weeks, and although the stem has grown to about 8 inches, the leaves are not bountiful. They are green, but look small. It gets plenty of sunlight and I water it regularly. I just cannot understand why my leaves are not thriving :(

Your basil plant looks pretty good from a cutting and can be slow to establish. We also have not had a lot of sunny days and excessive rain. Here is more on growing basil
