This looks like it may be a mugo pine. It grows best in full sun in a well drained soil. The browning on the ends of the branches on all of the plants looks like it may be a root problem, too much moisture, etc. Have drainage patterns changed in the area, is there a downspout dumping water in the area? Check for this. Make sure the soil drains well and mulch is not thicker than several inches and keep away from the base of the plant. All you can do is prune the brown tips during dry weather and monitor the health of the shrub.
Thank you. this is mugo. Annapolis area we have had excessive amounts of rain
