What is this outdoor plant?

My husband and I have been trying to get rid of this plant - actually several of these plants. I've included photos but have more if needed to identify it. My first thought is that it's buckthorn, but I'm not sure. I want to: 1. identify it 2. search on how to get rid of it, 3. preventive maintenance to keep it from returning. One photo shows it's roots, which I successfully uprooted this past weekend (after several hours of work to remove two "clumps"!). Thank you for your time!

The plant in the photo is a kind of dogwood. Several species and their cultivars are grown as landscape ornamentals.

Cutting the stems and applying an herbicide to the stumps provides control.
